Reaching a Mass Audience

The introduction of radio and film meant that, for the first time, the majority of Canadians could hear  -  and eventually also see  -  their leaders. Initially, these encounters tended to be formal, but with the advent of television, prime ministers eventually had to contend with "scrums" of shouting, jostling reporters with microphones and cameras thrust forward and lights flashing.
