This formative evaluation is a central component of LAC's strategy to measure the performance of the NADP. In 2006, Treasury Board approved funding for the NADP to cover fiscal years 2006-2007 to 2010-2011. The Results-Based Management and Accountability Framework (RMAF) and Risk-Based Audit Framework (RBAF) developed for the NADP planned a formative evaluation for the second year of the program and a summative evaluation for early in the fifth year. The summative evaluation will focus on the success, relevance and cost-effectiveness of the program, whereas this evaluation's focus is program implementation and performance measurement.
