In 2006, Library and Archives Canada (LAC) established the National Archival Development Program (NADP). The objectives and activities of the program were modified from the previous Grants and Contributions program to adapt to the changing needs and priorities of the archival community and reflect LAC's new mandate (LAC, 2005). This summative evaluation addresses issues of relevance, performance, and cost-effectiveness, as per Treasury Board (TB) requirements on the evaluation function (effective April 2009).
