Summative Evaluation of the National Archival Development Program

1.1 Context of the evaluation

In 2006, TB approved funding through the NADP from the 2006-2007 to 2010-2011 fiscal years. This summative evaluation forms part of LAC's performance measurement strategy for the NADP as described in its Results-Based Management and Accountability Framework (RMAF) and Risk-Based Audit Framework (RBAF). A formative evaluation of the NADP was completed in 2008, and focused on the program's implementation, delivery, and performance measurement procedures. This summative evaluation, scheduled for early in the fifth year of the program, will focus on the success, relevance, and cost-effectiveness of the program. As a formative evaluation and audit of the NADP have already been completed, the requirements associated with this summative evaluation are less rigorous than TB standards would normally dictate.
