Membership is by appointment of the Librarian and Archivist of Canada. The membership remains with the appointee.

The Librarian and Archivist of Canada, in consultation with the Council, will review the membership every three years. Representation will come from but not be limited to:

• Education institutions
• Public libraries
• Public archives
• Organizations of librarians
