Evaluation Framework for Modernization

1.0 Introduction

This document presents an Evaluation Framework for acronym LAC's Modernization Initiative. The initiative does not relate directly to any of the elements of the PAA, however, it is important in identifying the ways and means by which each of the elements will be accomplished.

The purpose of an Evaluation Framework is to provide management with a framework for measuring and reporting on outputs and outcomes of programs and initiatives. There are three main sections of the document.

• The first provides the context for the initiative and a description of the intended activities along with its objectives, resources and potential recipients and beneficiaries.
• The second describes what will be accomplished including expected results and a logic model which illustrates the linkages between the activities, outputs and outcomes.
• The third section describes how the initiative will be evaluated including the performance measurement strategy and evaluation plan. The performance measurement strategy outlines the performance measures which will allow management to track the progress of the initiative for decision-making purposes. The evaluation plan identifies the data and methodologies will be needed to address the evaluation questions and issues in the future evaluation.

This document was developed based on a document review and interviews with key informants at LAC. Further discussions with responsible areas will continue as the framework is implemented.
