Preamble:

The issue of syntax support in Functional Area A has been the subject of much discussion and of 2 defect reports (Report nos. 0001 and 0008).  As there is not one MARC format used globally, conversion between MARC formats would be required in order to achieve interoperability in some cases.  The inclusion of a simple non-MARC format (SUTRS) will allow the exchange of bibliographic data when a server is prevented, for business or legal reasons, from exchanging MARC 21 records.

Amendment:

• In Functional Area A, all levels will require only the support of MARC 21, while making a strong recommendation that clients and servers support UNIMARC.
• Remove the requirement for XML in Functional Area A for interchanging bibliographic records.
• Servers and clients will be required to support MARC 21 and SUTRS.
