In this simulation activity student become participants in a judicial inquiry to evaluate the effectiveness of government corporations and departments in promoting a common Canadian identity. Teachers will assign each student with a role as either a part of a team representing one of the corporations or government departments or as part of a team of commissioners or judges from other countries invited by the Canadian government to evaluate how well they are promoting the Canadian identity and to make recommendations for future promotions.
Students will
Print Handout 3.1 Government Corporations and Departments, Handout 3.2 Group Corporation or Department Presentation Organizer, Handout 3.3 Inquiry Commissioners/Officials, Handout 3.4 Commissioners' Presentation Organizer and make copies for students.
90 minutes
1. Assign each student with a role as either a part of a team representing one of the corporations or government departments listed below or as part of a team of commissioners or judges from other countries invited by the Canadian government to evaluate how well they are promoting the Canadian identity and to make recommendations for future promotions.

2. Distribute Handout 3.1 Government Corporations and Departments, Handout 3.2 Group Corporation or Department Presentation Organizer, Handout 3.3 Inquiry Commissioners/Officials, Handout 3.4 Commissioners' Presentation Organizer, Handout 3.5 Evaluation Rubric - Inquiry Commissioners. Instruct students that the handouts will lead them through their research and organizational activities with an emphasis on determining key points or generalizations, and help to back them up with supporting evidence.
3. At the end of the inquiry, hold a debriefing session to allow students to express their feelings about the process and what they have learned. Use Handout 3.5 Evaluation Rubric - Inquiry Commissioners and Handout 3.6 Evaluation Rubric - Government Corporations and Departments.
