Having learned of the plan to create the Department of Overseas Military Forces, Hughes took it upon himself to oppose it, arguing that this structure would not in any way change the one he had already established the previous summer. In this reply to Hughes’attacks, Borden refuted his Minister’s arguments and reminded him of a few facts.
