First Entirely French Canadian Regiment, in Training, Montreal, Quebec, 1915
As a result of the inconsistencies of the recruitment system imposed by Sam Hughes, the Minister of the Militia, the need to create units that would be representative of French Canada was not recognized until very late, too late to reverse recruitment trends. The 22nd Battalion therefore remained the only Francophone unit on the Front.
