Agreement between Fisheries and Oceans Canada and Library and Archives Canada on a Multi-Year Records Disposition Plan

In the context of the planned approach to the disposition of the records* of Fisheries and Oceans Canada, we the undersigned agree to follow the priorities set forth below, meet the timetables specified and commit the resources necessary to carry out this Plan.

This Multi-Year Records Disposition Plan (MYDP) also covers records excluded under the Multi-Institutional Disposition Authorities for common administrative records.

Pending the present reorganization of the department, this Agreement may be modified as necessary by mutual consent.

The priorities listed below are based on the functional approach to records disposition, and each priotity targets one of the eleven business line of the department.

* "record" includes any correspondence, memorandum, book, plan, map, drawing, diagram, pictorial or graphic work, photograph, film, microform, sound recording, videotape, machine readable record, and any other documentary material, regardless of physical form or characteristics, and any copy thereof.

Priorities

  1. To work towards obtaining a Records Disposition Authority covering all records, in all media and in regional offices as well as headquarters, for the Habitat Management and Environmental Science business line including major activities or programs such as:
    • protection and conservation of fish habitat and the aquatic environment
    • sustainable development of oceans and oceans resources, and
    • development and implementation of a national Oceans Management Strategy.

  2. To work towards obtaining a Records Disposition Authority covering all records, in all media and in regional offices as well as headquarters, for the Fisheries and Oceans Science business line including major activities or programs such as:
    • monitoring of marine ecosystems
    • fish stock surveying and assessment
    • development of aquaculture
    • studies of climatic changes in oceans, and
    • Marine Environmental Data Service.

  3. To work towards obtaining a Records Disposition Authority covering all records, in all media and in regional offices as well as headquarters, for the Harbours business line including major activities or programs such as:
    • Operation and maintenance of national system of fishing and recreational harbours that are safer and affordable
    • Small Craft Harbours Program, and
    • Harbours Authority Program.

  4. To work towards obtaining a Records Disposition Authority covering all records, in all media and in regional offices as well as headquarters, for the Fisheries Management business line including major activities or programs such as:
    • sustainable utilization of commercial, recreational and aboriginal fisheries, and Canada's 200-mile fisheries zones
    • negotiating and administering international treaties and relations, and
    • Canadian Fisheries Adjustment Recovery Plan.

  5. To work towards obtaining a Records Disposition Authority covering all records, in all media and in regional offices as well as headquarters, for the Hydrography business line including major activities or programs such as:
    • providing nautical information for safe and efficient navigation
    • surveying and measuring the seabed and floors of inland navigable waters, and
    • publishes Tide and Current Tables, Sailing Directions, Water Level Bulletins.

  6. To work towards obtaining a Records Disposition Authority covering all records, in all media and in regional offices as well as headquarters, for the Policy and Internal Services business line including major activities or programs such as:
    • policy research, development, analysis and coordination, and
    • maintaining and supporting departmental infrastructure and service base through Corporate Services.

  7. To work towards obtaining a Records Disposition Authority covering all records, in all media and in regional offices as well as headquarters, for the Marine Communications and Traffic Services business line including major activities or programs such as:
    • providing distress and safety communications and coordination
    • regulation of vessel traffic movements, and
    • improving its National Information on Marine Navigation System.

  8. To work towards obtaining a Records Disposition Authority covering all records, in all media and in regional offices as well as headquarters, for the Rescue, Safety and Environmental Response business line including major activities or programs such as:
    • marine search and rescue operations environmental response, and
    • promotion of boating safety to the marine public.

  9. To work towards obtaining a Records Disposition Authority covering all records, in all media and in regional offices as well as headquarters, for the Marine Navigation Services business line including major activities or programs such as:
    • providing waterways development and maintenance, and
    • ensuring the protection of public right to navigation

  10. To work towards obtaining a Records Disposition Authority covering all records, in all media and in regional offices as well as headquarters, for the Icebreaking Operations business line including major activities or programs such as:
    • facilitating the safe and efficient movement of marine traffic through ice-covered waters, and
    • coordinating the movement of cargo for the annual resupply of Northern settlements and military sites.

  11. To work towards obtaining a Records Disposition Authority covering all records, in all media and in regional offices as well as headquarters, for the Fleet Management business line including major activities or programs such as:
    • providing for the acquisition, maintenance and scheduling of the Department's vessel and air fleets, and
    • arranging for other departments and private sector to provide additional sea and support to the programs
