Memorandum of Agreement between A. W. Jollye and J. Bowles, December
12, 1892.
Contracts were drawn up between the distribution homes and the families who were
to receive Home Children. The contracts established the duties and responsibilities
of the foster parents or employers toward their young charges and were meant to
protect the children. The contract stipulated that it could be terminated by either
the family or the agency.
