The Railways Agreement, September 1, 1925.
In 1925, the Canadian government signed this controversial agreement with the Canadian Pacific and Canadian National railways. It granted them the right to directly recruit agricultural workers from countries previously identified as “non-preferred” sources for immigration. The arrival of large numbers of immigrants under the agreement in the late 1920s sparked a heated national debate in Canada.
