Political cartoon showing a group of talking naval officers dressed in blue, green, and red - among them is King George III (1738-1820) and Admiral Richard Howe, 1st Earl Howe (1726-1799). The man in the centre has two heads, and is exchanging a piece of paper with a kneeling injured officer.
