Scope and content

Sub-series consists of records created and/or maintained by the Citizenship Registration Branch. The records relate to subjects including, but not limited to: naturalization; human resources; finance; reports; statistics; acts and regulations; ethnic groups; Canadian organizations; embassies; consulates and the United Nations; publications; films; displays and fairs; press articles; radio and television programmes; speeches and addresses; language and citizenship classes; travel and exchanges; human rights; field operations; and Opportunities for Youth. This sub-series also consists of one sub-sub-series that contains records relating to the citizenship registration function in Montreal specifically. Volume 657 contains samples of Certificates of Naturalization completed in accordance with the Naturalization and Aliens Bill of 1881. A sample of each form authorized under the act is included. All the forms were completed by residents of the Northwest Territories 1887-1909. A list of names is available. Included in this volume are files relating to the issuance of naturalization certificates to C.L. Austin, C.E. Borg, G.H. Perley, L.H. Van Borren and J.J. Grontenrath between the years 1915-1918. Volume 657 also contains a contract between the British Bank Note Company and the Crown concerning the printing of Naturalization Certificates 1915. Other records in this sub-series include files of Mr. C.A. Lussier, Assistant Deputy Minister (Citizenship) Citizenship and Immigration and later Assistant Deputy Minister (Citizenship) for the Department of the Secretary of State, concerning the proposed migration of Doukhobors from Canada to Russia including applications for migration to the U.S.S.R. and declarations of renunciation of Canadian Citizenship 1951-1961 (Vol. 658); applications of L.B. Pearson, J.G. Diefenbaker and P.E. Trudeau for certificates of citizenship 1961-1970 (Vol. 658) various other citizenship matters for the period 1965-1969 (Vols. 659-665) and citizenship registers from regional offices 1902-1978 as well as a register of Japanese Evacuees c. 1946.

Biography / Administrative history

Citizenship Registration provides facilities for the granting of Canadian citizenship and other related functions including the proof, retention, resumption, renunciation and revocation of Canadian citizenship. Conversely, the Citizenship Branch was responsible for the promotion of knowledge about Canada and about the legal process of naturalization, and for the strengthening of the cultural heritage and collective values of Canadian society.
