The Terrace Agency was created c. 1959 with responsibility for a number of bands previously administered by the Skeena River Agency as well as the Kitimaat Band from the Bella Coola Agency. In 1971 the Terrace Agency was designated the Terrace District. In 1976 the Babine and North Coast Districts (the latter itself the creation of an earlier amalgamation of bands from the former Queen Charlotte and Skeena River agencies) were incorporated into the Terrace District. In 1977 responsibility for a number of bands in the Terrace District was transferred to the newly-created Gitksan-Carrier District. In 1978, the Terrace District office was re-named the Northwest District office.
