Scope and content
Series consists of two sets of unnumbered files created in the office of the Deputy Minister of Manpower and Immigration. RG26 Volume 170 (three folders) contains a copy of a global review of federal social welfare policy, "Assessment of Federal Social Development Programs", produced for the Cabinet Committee on Social Policy in 1968 by Dr. J.W. Willard (Deputy Minister of National Welfare), with associated correspondence. RG26 Volume 173 contains three files of Cabinet documents on a proposed global redrafting of the Immigration Act, the Immigration Appeal Board Act, and related regulations, 1970-1971. Consult linked accession with BAN 2003-00216-2 for an additional 0.3 m of unprocessed loose, unorganized questionnaires and research studies on employment needs in different parts of the country, created as a result of the department's Environmental Information Survey. Consult the second linked accession for ca. 0.3 m of unprocessed Deputy Minister's registry files (secret classification), 1963-1977. Sound recordings consist of 1947 Canadian Citizenship ceremonies and a talk given by Frank Foulds.

Biography / Administrative history
The Deputy Minister's Office was the senior administrative centre in the Department of Manpower and Immigration to which all other branches and divisions in the department report. In any government department the deputy minister acts as head of the department funnelling advice to the minister and ensuring that the department implements the pieces of legislation entrusted by Parliament to the department. The deputy minister is also responsible for the preparation of the department's annual report and for its presentation to Parliament.
