Scope and content

Sub-series consists of records from the Immigration Manuals System consisting of Immigration Manuals and related policy/procedural instructions in force within Immigration since approximately 1952. These records lay out the department's formal internal instructions to its line Immigration staff on all aspects of their duties under the Immigration Act, the Immigration Appeal Board Act, and regulations made under the Acts. The Immigration Manuals System contains two types of record. First are the Manuals, which are more formal and general standing orders issued as linked chapters, each on a particular field of immigration policy or procedure. Second are the Instructions (various series of documents including circulars, directives, and Operations Memoranda) of a provisional, temporary or emergency nature. The National Archives holdings of records from the Immigration Manuals System (as it came to be called by 1987), include annotated master reference copies of the first two sets of Manuals, the First Immigration Manual of 1952-1973; the Second Immigration Manual of 1971-1977; the Administrative Manual of 1952-1966; and the instructions accompanying them.
