Scope and content
Sub-sub-series consists of the Second Immigration Manual which is similar to the First Immigration Manual in content and format. The introduction includes a table of contents, a subject index, a numerical index to IMM forms, and an explanatory preface. Each of the 29 chapters has a table of contents; some also have appendices of policy or reference documents. Copies of immigration legislation, regulations, and instruments of delegation are in the Appendices to chapter 1 (vol. 942 binder 36). This Manual superseded the first one in 1971, but the old manual continued to be used in some offices up to about 1973. The Second Manual contains revisions dated up to 1977, but appears to have remained in effect until the coming into force of the Immigration Act of 1976 on 10 April 1978. Chapter numbers and content are similar to those of the first manual. There are additional chapters on new topics, including the Status Adjustment Program of 1973, recruitment of non-immigrant labourers, and refugees. The records are bound in binders 35-61.
