Scope and content
This is a preliminary record, please consult the linked accessions. Item consists of the original of a formal agreement signed on 17 October 1975 between the federal government and the province of Quebec defining the two governments' respective duties in the recruitment and selection of foreigners for either permanent residence or temporary employment in Quebec. The agreement was required because federal and provincial jurisdictions in the field of local immigration overlap, as provided by section 95(a) of the British North America Act (1867). This agreement succeeded a similar document dated 18 May 1971. The text is in French and English, and is followed by three Addenda detailing arrangements for carrying out the joint administrative, financial, diplomatic, information and selection aspects of the agreement. The document is signed by the federal Minister of Manpower and Immigration and the Quebec Ministers of Immigration and of Intergovernmental Affairs. It is bound in hard covers, and is accompanied by a covering letter from the federal department's Director of Settlement, dated 1978.
