Biography / Administrative history

The Strategic Planning and Research Division (formerly known as the Planning and Evaluation Division from its creation in 1967 until 1973), assisted in the development of manpower and immigration polices and programs, evaluated the economic effectiveness of manpower and immigration programs and coordinated the Department's policies with those of other Departments or agencies. The Division was also responsible for planning for the emergency use of civilian manpower. The Division's primary functions were to gathering vital national, regional and local market information - including projections of occupational supply and demand - for senior program managers and making recommendations on strategic policies and plans. The branch also evaluates the effectiveness of departmental programs; carries out research needed to support the department's program activities; co-ordinates federal government activities relating to population policy; and develops career and occupational counselling material. Furthermore, this Division maintains a network of economists in the field to provide information on regional and local labour market conditions.

The Strategic Planning and Research Division ensures that departmental polices and programs are developed, planned, and altered as necessary, to help the department attain its goals. The Division originally consisted of four branches, or groupings, to which responsibilities are assigned: Research Projects Group, Economic Analysis and Forecasts Branch, Strategic Planning and Evaluation Group, and Occupational and Career Analysis and Development Branch. In its final evolution this Division consisted of five branches: Program Evaluation; Planning; Policy and Program Analysis; Labour Market Outlook and Sectoral Analysis; and Innovations.
