Biography / Administrative history
In 1921, Herbert Marshall started with the Dominion Bureau of Statistics in the Internal Trade Statistics Branch. Marshall rapidly became Chief of the Branch, and in 1939 he won the Gold Medal of the Professional Institute of the Civil Service of Canada for his pioneering work with the Canadian balance of payments during the interwar years. In 1942, he was named Assistant Dominion Statistician, and upon SA Cudmore's death in 1945, he became Dominion Statistician, a role he filled until 1956.
