Biography / Administrative history
The Office of the Registrar General of Canada was established in 1868 with the creation of the Department of the Secretary of State (31 Vic [1868], c.42, s.4). The duties of the Registrar General were assumed by the Secretary of State. For a brief time, in 1966, an autonomous Department of the Registrar General was organized (14-15 Eliz.II [1966-67], c.25, s.6 to 10). However, in 1967, with the establishment of the Department of Consumer and Corporate Affairs (16 Eliz. II [1967/68], c.16), the Minister of Consumer and Corporate Affairs assumed the duties and functions of the Registrar General. In 1993, the Department of Consumer and Corporate Affairs was abolished and the Office of the Registrar General of Canada was transferred to the Department of Industry. Industry Canada has subsequently decentralized the function of the Office of the Registrar General among concerned federal institutions.
The Registrar General of Canada is the custodian of the Great Seal of Canada, the Privy Seal of the Governor General, the Seal of the Administrator of Canada, and the Seal of the Registrar General of Canada.
The Registrar General of Canada is responsible for the registration of all instruments of summons, proclamations, commissions of appointment, letters patent, letters patent of land, writs and other instruments and documents issued under the Great Seal, and all bonds, warrants of extradition, warrants for removal of prisoners, leases, releases, deeds of sale, surrenders and all other instruments requiring federal Crown registration.
The registration of such instruments is divided into three functions: Commissions of Appointments, Railway Deposits, and Registration of Documents. A fourth function, the registration of Pardons was discontinued by the Registrar General and transferred to the National Parole Board in 1992. 97/024 appraisal report
