Biography / Administrative history

Since 1918, federal responsibility for wildlife resided with the Wildlife Division of the National Parks Branch. Its focus on wildlife protection included the protection of migratory birds and conservation activities within national parks. In that year, Hoyes Lloyd was appointed to the position as head administrator for Migratory Birds Convention Act and the Northwest Games Act; in which he became the Supervisor of Wildlife Protection.

By 1921, the activities of the Wildlife Division included participation on an Advisory Board for Wildlife Protection. Hoyes Lloyd assumed the position as Secretary of the Advisory Board. Under Lloyd's direction, the Wildlife Division became involved in conference planning as part of a larger public campaign to raise awareness on the role of national parks in wildlife preservation. As a result, the federal-provincial game conferences were held on a regular basis.

In November 1947, the Dominion Wildlife Service was created through a departmental reorganization within Mines and Resources. The establishment of the Dominion Wildlife Service emphasized the significance of conservation and management issues within Canada's wildlife resources. The function of this new service was to administer the Migratory Birds Convention Act and the Northwest Territories Game and Fur Regulations. It also was responsible for providing advice on wildlife management issues for the Northwest Territories Branch and the National Parks Service. In addition, the Lands, Parks and Forests Branch changed its name to the Lands and Development Services Branch; and the National Parks Bureau became the National Parks Service.

In January 1950, responsibility for the wildlife services function was transferred to the Department of Resources and Development when Mines and Resources disbanded. As part of this new department, five new divisions were formed: National Parks and Historic Sites; Canadian Wildlife; National Museum of Canada; Water Resources; and Lands. Wildlife conservation activities were allocated to the Canadian Wildlife Division. Later that same year, another shift in responsibilities resulted in the merger of the Wildlife Division, the National Parks and Historic Sites Division and the National Museum within the National Parks Branch. In April 1950, the Canadian Wildlife Division changed its name to the Canadian Wildlife Service.

In July 1965, following discussions between the Canadian Council of Resource Ministers, the Federal-Provincial Wildlife Conference, and the Conference of Premiers; the Canadian Wildlife Service portfolio was raised to branch status within the Department of Northern Affairs and National Resources. The branch status granted nation-wide recognition of wildlife resources and to respond to national concerns.

The Canadian Wildlife Service provided coordination for research and management functions, established guidelines for federal research programs; and provided direction on the management of migratory birds and wildlife in Canada's national parks, including the Yukon and in the Northwest Territories. In 1970, responsibilities for the Canadian Wildlife Service were turned over to the Department of Fisheries and Forestry.

In 1971, the Government Organization Act created the Department of Environment with Fisheries and Forestry as the main component. As a result, the newly created Department of Environment assumed responsibility for carrying out the functions of the Canadian Wildlife Service. The Canadian Wildlife Service continues to maintain responsibility for migratory birds, wildlife research and conservation; and interpretive information centres. The Migratory Birds Conservation program administers the functions relating to the management of migratory birds and their habitat, including waterfowl. The Wildlife Research and Conservation program involves research studies on wildlife pathology, parasitology and toxicology; as well as the management of transboundary species and other rare and endangered species. The interpretation centres serve to provide public awareness of wildlife activities.

In carrying out its duties under the Migratory Birds Convention Act (1970), the Canadian Wildlife Service is responsible for ensuring that birds, including their nests and eggs are protected and conserved. It provides game officers with the authority to inspect, seize property, and charge for violations. The Migratory Bird Sanctuary Regulations (1978) establishes specific migratory bird sanctuaries in each province and territory, and establishes regulations for their operations.

The Canada Wildlife Act (1973) enables the Minister to undertake measures for wildlife conservation and interpretation including conferences, advisory committees, cooperative federal/provincial policies and programs, and research on species and habitat. Cabinet may set aside lands to the care of the Minister for wildlife conservation. Minister, with Cabinet approval, may enter into federal/provincial agreements. Minister may protect any endangered species in cooperation with provinces. Cabinet may authorize Minister to purchase, acquire or lease any lands for the purpose of research, conservation or interpretation.
