These files are a sample taken from a collection of regular Immigration case files in the "HQ 2" and "HQ 3" series active in the late 1950s to late 1970s. They are files for persons whose surnames begin with the letter F, as well as two or three other files chosen for their special legal or historical interest, such as a court case on Immigration Appeal Board procedures (file HQ3-13450) and a file on Haitian passport frauds (HQ3-24228). The files document individuals from a variety of nations and ethnic groups seeking admission to Canada as immigrants or refugees; seamen and others deserting from foreign vessels; persons recommended for deportation; and individuals (including Members of Parliament) making representations to the government on Immigration policy on specific cases. According to the transferring department, some of these files relate to illegal immigrants requesting amnesty under the Status Adjustment Program of 1973, as investigated by the Department's "Project 97".
