Biographie / Histoire administrative

Samuel Edmour St. Onge Chapleau was born in Syracuse, New York and was educated in Terrebonne. He returned to the United States and at the outbreak of the Civil War, enlisted in the Union Army. He was commissioned a Second Lieutenant in 1862, a Captain in 1866, and ended the war as a Major.

In 1871, he returned to Canada and in 1873 entered the civil service. He became Secretary of the Department of Public Works and was Sheriff of the Northwest Territories at the time of Louis Riel's hanging. In 1900, he was appointed Clerk of the Senate, Clerk of Parliaments, and Master in the Chancery. He retired in 1917 and in 1921 was buried in Arlington Cemetery.
