Series consists of the records of the Commission consist of the final reports, other reports, verbatim transcripts of hearings and testimony, submissions received by the Commission, its own correspondence, and some routine matters regarding travel, expenses, addresses, etc. The series includes 47 briefs given to the Commission (RG22, Vol. 686); 144 submissions to the Commission (RG22,Vols. 686-688); two Abstracts of Briefs and Submissions (RG22, Vol. 688); five Verbatim Reports of Hearings (RG22, Vols. 688-689); six Abstracts of Verbatim Reports (RG22, Vol. 689); four volumes of Settlement Descriptions for 51 settlements (RG22, Vols. 689-690); files, clippings, correspondence, etc. (RG22, Vols. 690-692); and final and draft reports (RG22, Vol.692). The series also includes six volumes of verbatim reports of public hearings (RG36-13, Vols. 1-2); abstracts of briefs, submissions and public hearings (RG36-13, Vol. 3); and four volumes of description of settlements (RG36-13, Vols. 4-5). Audio recordings in this series consist of exhibits received by the Advisory Committee on the Development of Government in the Northwest Territories.

By Order in Council (P.C. 1005, 3 June 1965) at the request of the Minister of Northern Affairs and National Resources, an Advisory Commission on the Development of Government in the Northwest Territories, to report to the Minister, was established to advise on political development of the Northwest Territories. The Commission was under the Chairmanship of Dean A.W. Carrothers of the University of Western Ontario with Professor Jean Beetz and Mr. John Parker as Members. The Commission, known as the Carrothers Commission, was to conduct hearings in the North as to "the form of government that seems most appropriate consistent with political, economic and social development" (Arthur Laing, House of Commons, 11 May 1965).
