Records consist of personal immigration files opened at immigration headquarters in Ottawa and pertain largely to refugee claims (including the Guatemalan and Iranian Special Measures Programs), inadmissible applicants, appeal and deportation cases and other high-profile issues. Each HQ5 file typically contains application forms, supporting personal information and documentation (such as medical records, affidavits and photographs), records of examination by immigration officials and correspondence relating to the processing and acceptability of the claims including reports from enforcement officials, the Refugee Status Advisory Committee, the Federal Court, reviewing officers and the United Nations High Commission for Refugees (UNHCR). In some cases, requests for visa exemptions were made to the Minister by immigration officials. Some files contain supporting evidence including photocopies of passports, newspaper articles and reports by human rights organizations. Others document complaint cases against individual immigration officers. In some cases, such as appeals or deportations, the files include photocopies of Federal Court records, Ministerial Opinion Reports and related correspondence including evidence, information from law enforcement agencies, e-mails, petitions and letters on behalf of the applicant, newspaper clippings and research reports. Cases consist of both accepted and rejected applications.
