Sir George Halsey Perley
Perley spent the war in London as the Acting High Commissioner on several occasions (a vague title that displeased him), then as the Minister of Overseas Military Forces from November 1916 to October 1917, and subsequently as the Acting High Commissioner once again. Perley was aware of the administrative nightmare created by Hughes and was able to sort out a large part of it. Although associated with the same political party, Hughes and Perley had no use for one another.
