The East Block

Although the prime minister and Cabinet answer to Parliament, they operate with a great deal of independence. For most of our history, the real seat of executive power was the East Block on Parliament Hill, which housed the two organizations that permit our leaders to run the machinery of government and wield political power: the Privy Council Office (PCO) and the Prime Minister's Office (PMO).
