  Strained Relations
One of the prime minister's most difficult tasks in our federal system is dealing with the provinces, since many policy initiatives require federal-provincial cooperation. As a part of this process, federal and provincial leaders meet regularly. Over the years, the provinces have gained additional powers from the federal government, but always seem - at least to prime ministers - to be seeking more.
